what kind of rule is it where a person of authority steps in and finds the root of the problem, for surely it is not the toy, nor the two children who both want to play with the same toy. what kind of "ruler" would come down to the level of is citizens and hear them out patiently, explain to them what about their behavior was undesirable, and meet out justus thereafter with an even hand? what rule exists to encourage its citizenry to raise to the level of the ruler, and does not desire to retain its position over them indefiantly?
