Also, your term "benevolent fascism", is wrong.
People may argue that others have a right to murder others... I do not define that as a right.
People may argue that people have a right to commit violent crime... I do not define that as a right.
You first must detail what you hold to be a right, political or otherwise (is slander a good thing to allow?)... Before we can progress further... Or it will be a very, very long list...
As Generphk said, the state exists to curtail rights... With very good reason. If left along, in a large mass, people would simply destroy other peoples' rights. A government prevents this from happening by ensureing the rights for all citizens. How this is done, by fear, by examples, etc., is up to the specific government.
Until the majority of a population are educated, a government is a necessity... For, under it, you are (usually), allowed certain rights... Where as with an anarchy, your own right is to be subjegated to the whim of your fellow man (typically by brute force, or other sadistic measures).
But how far must these "rights" be stripped? Personally, I cannot say... I am not enlightened on the matter of being a good leader, and therefore do not know.
Out of hand, I would suggest that all groups lose the right to murder their common man (with the exception of those who have committed violent crime... Their life is forfit to the decision of the leader), or committ other crimes.
As for political rights... I do not know... People may vote against what is beneficial to them... But they also may vote for it...
