Yes, people should have the right to vote. However, that right to vote should be curtailed to certain topics only. For example, people would not have the right to vote for the execution of their fellow man, that would be up to the leader. They would be allowed to vote, or chose, what manner of transportation they use to take to work everyday.

Let me make it crystal clear to prevent any further evasion. The right to vote in an election to determine a government. Do people have that right or not?
