History shows that, with extremely rare exceptions, it is very short), the voting of all should be allowed... While this runs the obvious risk of being detrimental to the population, it also shows the clear practicality of ballancing that risk out with reward (i.e. not allowing a corrupt, ineffecent government to exist).
