    The educated, that is, the less falable, can vote for the higher heads of state (in my view).

    The uneducated, can vote for the minor heads of state. In this way, participation is allowed, however, not to the point where detrimental choices can have huge effects on the state.

    Please keep in mind, this is in the most ideal situation (and by no means do I make pretentions to being educated...), with the most ideal form of government (assumeing human falacies still exist in this realm).

    In practice, to ensure that the government cannot form a stranglehold on the population upon which it governs (however temporary this stranglehold may be... History shows that, with extremely rare exceptions, it is very short), the voting of all should be allowed... While this runs the obvious risk of being detrimental to the population, it also shows the clear practicality of ballancing that risk out with reward (i.e. not allowing a corrupt, ineffecent government to exist).
