The only reason why he appeals to the masses before attempting a move is because he is nothing without support. He is merely a victim of grand dreams failed if he doesn't have the means to fulfill them.

The only reason he has appealed to the "masses" is that he needs support in order to rule. A ruler rules nothing without people to hold his or her authority over, and Conrad is well aware of this fact...I am pretty certain of that.

Otherwise he wouldn't be asking anything and simply march in with his obsolete army.
