ok, now i just ended up with a random duplicate scout report.

not entirely true about it hanging at 1 but nvm. I have just capped another with no problems and everything seems to be having "normally" again, despite the city I just capped having warehouses it dropped straight from 1 to 0 as per "normal".
The city last night did NOT behave normally was my point, greivance wouldve been well up with 100s of waves sent to it every 20 seconds at one point, the scout reports also were buggy, as you will see if you read my posts.
Shouldnt have had to wait til pop got to 0 to cap it.
So long as it's fixed I am happy and can carry on lol
