i know with turkey & dressing for thanksgiving the buff was paused if you holidayed.. am taking a 3 week vacation starting next week, have got all milk & cookies stacked etc, does anyone know if it pauses like thanksgiving? or if we lose out on it??

What "paused" (technically received an additional 24 hours for each application of the buff item) during Thanksgiving was "Vesta's Blessing", not the Turkey and Dressing. You can't extend the Milk and Cookies beyond the time of when the promotion expires.
In your case it's particularly cut and dry, since you say you're using holiday for the entire time of the promotional offer. That said, I have an interesting question:
What if someone has 14 days of Milk and Cookies stacked, but goes on holiday for 3 days, and those 3 days are December 24, 25, and 26? Does their Milk and Cookies expire on December 30th or January 2nd? That is a timeframe that is within the range of the promotion.
As I recall, I heard of people who went into holiday mode with the turkey running, came out the other side of the end date and still had free food. I believe this is what's being asked.
Hazarding a guess, I'd say it's because there was only a check on using the item to make sure the added time didn't go over the endtime, but if someone came out the other side of the time period with the no upkeep buff running (By Holidaying), they wouldn't be able to add more time, but the amount of time left would last with no upkeep.
In answer to the question of the original poster, I'm not sure... Unless Evony has changed their checks for this, I don't see why it wouldn't.

The Turkey and Dressing, as well as the Milk and Cookies, have a preprogrammed maximum time they can be enabled. Stated differently, there is a preprogrammed end time.
Right now, if I were to try to apply 21 Milk and Cookies, the 21st would not change the total time, since that would be for January 5th, which is after the promotion has ended. The 20th would only apply up to 00:00:00 server time on January 5th, so you'd lose part of the 20th and all of the 21st item.
What had the time added to it for Thanksgiving was the Vesta's Blessing. For each Turkey and Dressing applied, up to a maximum of 5, the Vesta's Blessing time was extended for 24 hours (maximum of 120 hours extension).
What's needed to be known is if enabling Holiday adds time to Milk and Cookies, not Vesta's Blessing. I believe that it doesn't, until someone is able to test it and/or there is an official statement that it does.
I thought the Turkey n Dressing expired at the pre-set time regardless of holiday too, but this was not the case for one of my alliance members. He applied the Turkey n Dressing, then holidayed through most of the promotional period. When he came out of holiday, he had the free upkeep from the turkey buff for days after it ended for everyone else. So apparently, it did indeed pause while he was in holiday mode.
Hopefully, for those who plan to holiday through the Holidays, the same will apply for Milk n cookies.
