You've been told the correct answer. If you utilize the Search function above, you will find that this question has been asked and answered the same at least 50 times.
Whoever you scouted was put on a 3-day temporary ban at one point for botting. They had half of their stuff taken away. When they got back, they rebuilt. Some time later, Evony decided that they punished the person when they shouldn't have, so they gave back what was taken. This pushed the wall defenses above their normal max capacity.
Again, this has been asked and answered repeatedly. There is no "AHA! I found a cheater!!!!" moment here for you.

They were told that their bot detection methods were generating false positives...
They responded that their bot detection methods were foolproof and there were no innocents...
Later, after further review, they then said that, indeed, there were innocents, but there were only a "few" of them...
It is what it is...

The answer was given by a very active and experienced member of the forum as you can tell from their title, number of posts etc. This is usually a good indication of the quality of the reply most of the time. Not giving flak here, just giving you an option to form an opinion if the advice given is likely to be sound.
Wow, you got a few mods out of the woodwork.
I haven't checked the reports yet but if it is 40k ATs then presumably that would arise from a player getting double their ATs when unbanned whilst they had a load building. That would be consistant with a post I read a few months back on this subject.
Not all mods are actively playing the game.
Some mods have retired their in-game accounts.
Others still keep their accounts alive just to spin the wheel / catch up with old mates / mess in world chat.
But all of the mods played Evony at one point or another.
