So a level 9 tactic is just a different strategy that's no better than any of the others. Just more options. It's not so much that 2 is counterable by 2 or 3 counterable by 3, it could be 9 is counterable by only 6 etc etc, once I get ideas for levels 1-10, you can all help me balance them out.

I agree the lv of research should just determine how many tactic choices you have not how good they are. It's a really great idea because right now all that matters is the number of troops you have. Although for defence a high beacon tower/informatics would be helpful in determining tactics, you can see what types of troops they have and how they would likely attack. This would also make it easier for a defender with less troops win a battle
