And instead of a Phalanx getting 70% evasion to missiles, just give them 70% defense to it. The numbers of troops are so big that randomness smooths out on arrows anyway and its less server heavy instead of calcing each percentage hit.

Well... this is the only way i see as balanced. If they are enhanced, it gives the players who have played longer a huge advantage over the weaker players. I don't think that would work out too well. As for defense, mmm it's tough, that would affect it much differently than say some sort of evasive skill.
