So the log in/out games could be an "At-will MMO"
You're right about the carrot and the stick. An at-will MMO rewards you for playing, whereas a game like Evony punishes you for not playing. Two totally different forms of motivation. Both games have carrots and sticks. But, Evony uses more stick than carrot, and at-will MMOs use more carrot than stick.
I think "against-will MMO" does not quite work. But, we should be able to come up with a term for persistent worlds with persistent characters. it will just take a bit more brainstorming.
