I do not mean to harp but.. What?

Sure you added more steps required for people to create bots and also in the process Martel(na27) will be completely spammed to death with people creating accounts from there.

This is one of the reasons why Evony is doomed to fail. In terms of policing your game, you have done nothing. At first people barely started off with alts worried they would get banned. After it was shown Evony had no intention of banning alts so people created alts and alts and alts. And there were no bannings. Then people started to push the logging on a friend's account if it was attacked. And again, Evony did nothing. Then people started to bot and as foretold, Evony did nothing. 18 months later and no action being taken by Evony in any serious attempt to stop cheating you have lost the game. It is no longer in your hands, if you were to actually enforce your rules you would lose upwards of 75%+ of your population.

Another major issue of Evony is the design of the game which was so poorly done for the long term health of the game. Evony never looked past the first few months of their game, probably expecting it not the last that long. The design of the game sets up huge pressures to cheat and do whatever is needed to be the strongest, which often means alts, 24/7 account sharing and botting.

Basically, Evony, if you're still reading there are much better ways to protect the game than this. This will only stop bot creating for a few days while people add the few extra steps to create bots.
