UI supports more than 10 cities
As an aside, it turns out that the client user interface already supports more than 10 cities. You can see this by simultaneously building a few new cities at the same time. A scroll bar pops up, and multiple in-progress cities are shown. Unfortunately, only the first one completes.
Another nice side effect of allowing more than 10 cities is that the practice of "barb'ing" an opponents city (capturing and immediately abandoning the city) would go away. Instead a captured city would be kept for the benefit of the capturer. This would allow the loser and his alliance and other allies to attempt to re-capture the city. All of a sudden, a new dynamic is added to the game, the re-capture.
