They can, and do, have the IP addresses of people connecting. The problem is because of what's being done to keep from running out of IP addresses. Look up IPv4 address exhaustion, and you'll see what I mean.

For example, a corporate network may have thousands of systems on the internal network, but they may only look like one address to the public internet.

Further, because people are slacking on getting IPv6 networks up and running, there is talk of making individual ISPs have 1 public IP address and then all the routers and IP schemas inside the ISP would be those private IPs, most likely the 10.x.x.x IP scope. If that happens, then every single person that, for example, Comcast or Verizon, had on their network would appear to originate from a single IP address to the internet. That has security drawbacks, but it could get implemented if the change to IPv6 is not done sometime soon. The IPv4 address space is now estimated at only 3% remaining.

They could always offer genuine email verification to players that get unnecessarily affected as a later step
Email verification is something that should be done...
