Becuase taking and destroying enemy cities is how you win wars.
Say you have 2 HCs and 8 regular cities. The best I can do i capture your 2 HCs then npc them and put you at 80% troops production, which isnt much damage. But if I take all your cities but one and npc I put you at 10% troops production and most likley captured or release most of you best heroes.
Do this to half of an alliance and you wipe them out.
This is the problem. When this happens the loser has a very bad game experience because some larger players decided to destroy all their cities. How is that beneficial? But with the colonize play style, the wars center around Historical Cities. If normal player cities are allowed to be destroyed by others then players will simply gang up on smaller groups and cause unnecessary grief.
With only HC's being capturable that alone is enough for a war to be won. Take critical HC's away from the enemies and you have defeated them because the HC's will be the only strongholds of the enemies. So when a stronghold is taken from the enemy, a war or battle is won. No reason to include the destroying of every city a player has. That just allows others to grief players beyond a reasonable point.

3)I have to disagree with the uprise battle comment-I find much harder to win an uprise than to defend my city well enuf in the first place *point is rules of combat are a little different in uprises

now that is interesting, I thought that once a city was colonised the colonise button on that city was removed when clicking on a enemies city and the attack button does not exist, except through the rally point, which tells you its impossible. Only npcs and valleys were left to attack. I would love to see screen shots.

you would send all waves before any hit... like if it was going to take 5 waves to break it, you would send 5 waves, not wait for each to hit

But what about the "84-89 loyalty waves" he speaks of? They have to be sent by 9 cities total, no? But you only need one to be colonized after you send? His explanation seems confusing to me.
I also recall while advancing that the 10 colonies per title per city did not limit each city to 10 colonies per title, but rather if you were a Baron with 2 cities you could have one city with 50 colonies (10 more than 10 X title) and other with 30 colonies, just so long as sum was not more than 10 X title X number of cities. I could be remembering incorrectly, though.

This is how i think it would work.
Takes 2 people
Player 1.) Attack using the colonize button, but do so as if you were attacking to capture on an attack button server. This means all waves must be camp timed, and last 15 loy points must be spread out by 6 minutes each
Before ANY of player 1's attack hits the target, player 2 hits the target putting it into supression. Supression cannot start before all of player 1's waves are set.
Player 1 and Player 2 probably cant be in the same alliance either during the hits.
This will cause all of your colonize waves to hit as attacks, since they were already on the way
