    As long as 15 hits land after city hits 15 Loy...... You can space the last Conquering wave to land after 1 hour 30 mins which is the time for it to drop from 15 loy to 0


    It can also be done by Alliance hoping from a Friendly of the target and back into a hostile as each time the status changes the Suppression ends.... So you can send again...... Meaning you can Attack over and over to reduce Loy and every hit can colonize / put into sup..... Though that way may take a little longer and require more effort.....

    As Long as PG in the city are at 100 when it hits 15 Loy 1 hour 30 mins at the longest ( Provided Gov powers don't get used ) it will be at 0 loy as it bypasses the stuck at 1 loy glitch and you can cap

    Just a note on zero loyalty in a colonized city....
    I learned Age II while playing from a colonized position.
    I also learned that everytime someone puts your city into supression loyalty drops. If you do not pray then loyalty will gradually go to 0 after a certain number of supressions. As in ZERO. As in Goose Egg.
    Loyalty will also go to zero if you uprise but fail. So if you do fake uprises (keeping gates closed, see my Youtube Video guides for more info) then that will ALSO cause city loyalty to drop to zero if you do not pray sometimes.
    I have had multiple cities at ZERO loyalty on a number of occassions. Gates closed. And the cities were put into supression by enemies numerous times while loyalty was at zero. Nothing happened. Maybe if gates were open they could have found a loophole to cap it. But I never open my gates unless I am online.

    Proven and Tested:

    Requires cooperation between two players and an advanced port. If you are in the same alliance then you'll have to boot one temporarily.

    City to be Conquered:
    Set tax rate to 100, levy and wait until loyalty is zero.

    Player who is capping city:
    Send an attack to the flat where you want the city to be.

    Port the city to be conquered (Now at zero loyalty) to the flat before the attack lands. The game treats the attack as an attack and caps the city.

    Tested it 3 times and successfully transferred 3 cities with no problems.

    That only works for friends to transfer cities, which is also very expensive in adv ports. What it does not prove is hitting an enemy city.
    The city handover port is a old age1 tactic used to break the 24 hour lockdown for adv port.
    the key to the initial attack was that it was at a flat, not a city. IT would not work on a city.

    So, do you or don't you, have to be at Maximum colonies held?

    I can't tell if your Opening Post is listing 3 different ways to capture a city or 3 steps all of which have to be taken to capture a city.

    To me, by far the hardest thing about the process is getting to Maximum colonies held, because if I am correct in my recollection, that would mean I would need 900 colonies.

    I have seen an enemy city at 0 loyalty (it was one of my colonies). I abandoned it and tried to attack it at one point. I had 9 cities, so i wanted to test capturing it.

    Colonizing it just recolonized it. I was NEVER able to launch an Attack at it. However, I also didn't try putting my attacking city under suppression, and I didn't have any colonized cities.

    As far as I'm concerned, this is still unproven, although I'd like to continue testing it out. I'm currently trying to get one city to max colonies and I'll try again.
