I dont see how this supports your alliance?
You can use these dummy "accounts" to tranfer resources to your main accounts. So that account can support an insanely large army, and nobody can take these accounts only cities...

This is something Evony needs to take seriously. Their banner says no CHEATS in this game. Accounts will be banned. The way i read the screen shot whomever aholling is obviously has multiple accounts all but one in the same guild. My opinion not only should aholling be banned but the guild as well. Or if this is acceptable then let us know so we can all do it and have massive armies! Can a moderator respond or maybe someone higher up please respond. Are we understanding the rules correctly or not?

Perhaps he has access to multiple IP addresses
or has a nice home network
or knows how to redefine a router mac disclosure

or maybe its just 10 friends naming similar to raise a fuss with others

he does seem to acquire honor quickly

I wouldn't call this type of account generation mules

that is a definition for an account that can transport
items into a server from a game that removes you from the
game world when you log out.

as items can not be traded and no one leaves the world by logging out
mule is not an appropriate term here

a comment by someone from Evony staff in any way
may violate the rights of several people if this is not a multi accounter
if it really bothers you that much

    Conquer them

A mule character, or in this case city, is one in which you use to "store" items that will be needed by your main character(city). The items being referred to are resources. The cities shown in the original post were created to support the main cities. Each one, on its own account so that it cannot be taken over by an invading army. It just goes back to regenerating the resources.

Comments from an Evony staff member would be appreciated to either agree with what is going on, because they'd be able to find out, or explain why it is ok and what is really going on.

It is currently not an option to conquer them. The smaller towns are each 1 city per account, as I mentioned, so therefore cannot be conquered. The main cities of the alliance are all high lvl, high army producing towns, that support their armies with the mule cities because the production rate in the main towns themselves is not high enough to support the numbers.

If I had any of those cities near me they'd be useless for him... might be decent farms for me though

These are only the account that have one city, the alliance has only 19 members, eight of which hold 1 city (which you can't conquer) and hold resources and very little to no troops or wall defences... While the others in the alliance hold major troop counts and the walls are extremely well defended. I don't know what else to tell you. It seems to me that these accounts are being used as store accounts only. They can produce resources to which they can transfer resources back and forth.

While if you attack the mules the three accounts that are active come after you with a vengence.

I have email address galore, with my website (100 address I believe) and I have access to 1000s of computers at work, and I am starting to think I should do what this alliance has done, be deceptive and create an account or two with lots of workers, garrison them in my main account's city and bring resources from my "friend's cities" to my main daily. Since you don't think they are mules. *shrugs* works for me. And then they can't say I am one player since I have different email addresses and different IPs...

I mean seriously, if you even look at the reports coming from this alliance, you may notice the discrepencies.
