I'm not sure you understand something very important. A city below 15 loyalty runs the risk of getting to 0 loyalty if the player doesn't do anything. If another player is constantly attacking them, they have to either keep up the loyalty boost every so often or go into truce or chance losing the city.

If you lost all of your cities outside of one to instant caps when you were not online for an hour, how happy would you be? I bet you would be thrilled to come back and find out that not only did you just lose the last city 5 minutes before you got online, but had no chance at stopping anyone from taking your cities in the one hour you were offline.
