LVL 5 NPC Ballastia only

I'm wondering if it depends on what city you send your attack from. Various techs need buildings at certain levels to gain the tech.
wonder if we need to list the building levels also. We need to find the technology tree with requirments for the techs.. and start listing the building we have in the city that the attack comes from.
