Absolutely fair question. I rely on the concept of "
the reasonable person," which is fair to say - fictional. However, I feel the concept is sound here, would a reasonable person think X action is within the ruleset, or is it a bug? Would a reasonable person utilize X bug/flaw for benefit over others? No.
In essence, we all know the difference between right and wrong, we are also all smart enough to get an idea of the rules of the game, if a catapult has a specific walking speed, and food cost for use, but if you pull off some voodoo hail mary play those costs can be avoided, does it fall within the rules? If it is something that convoluted, it is obviously a flaw being exploited.
How is a person to know what is and is not a cheat? That's like asking, what is right and wrong? We're not banning anyone for exploiting this flaw, nor are we of the opinion that anyone using it was a cheater. In my opinion, this was simply a flaw that needed to be fixed, and in fixing it other issues were made worse, which we must now fix asap.
As for a trick
please read the first definition on this page. A glitch/flaw/exploit/bug is pretty obvious, and this game doesn't need a manual, the mechanic is exposed enough for anyone to read.
