Simple. Evony made NPCs to cover up the existence of dragons. NPCs used to be huge dragon training grounds.

Wow, so they were meant to goad players into attacking them? And now that we do (farm them) they made it harder for us by putting trebs in 6's and randomly clearing lvl 10's and 5's?

Point of Note: NPC's used to regen resources completely immediately (or over 1hr)... once upon a time your NPC field used to consist of 1 or 2 NPC's. Evony caught on to "the secret" and changed regen time to 8hrs
The original servers were told to CAPTURE THE BARBARIAN CITIES... and they did. Somehow Evony failed to look beyond how quickly this would become boring and uesless, and didn't plan for actual evolution of gameplay.

i doubt evony devs ever thought about the evolution of gameplay 2 years on and the new requirement for an npc garden to maintain a big army, but i also believe they always intended people to farm npc
npc farming is now just a reality of the game
just go over to the 'when i was a noob' thread and see how many people list farms and lakes as their silly noob mistakes

Btw, my evidence is that I was there when they decided (they being the Easter Bunny, Santa, the Tooth Fairy, some weird buffalo dude, the Evony devs and DawnSeeker, as well as me, the unicorn, obviously). In fact, I was the one that proposed the idea. I said to them, I said,
"You know guys, I love those dragons and all, but just think, you bring in thousands of "Lords" and "Ladies", they're gonna try and slay them all. I mean, they're all the same. Owning 10 cities and being in the dominating alliance isn't gonna be enough. Especially with your Queen hanging around, they're gonna want to impress her. So, here's what I say we do. Do some renovation work. Get some builders in, and get some empty valleys set up as cities. Then get millions of those weird dudes that live in huts and wave clubs around all day going BLEAAAAARRRRGGGHHH. Get them to come and live there. Give them some food. Hey presto, you've got hundreds of little cities with people in them. Hide the dragons under the table, or under the stone at the front door...NO SANTA!! They can't come with you to the north pole! It would be too cruel, much better to let them live under a really big table....NO, I don't have a better reason, so go away."
Then we had some rum and cheese and crackers and sang some sea shanties, then did a rain dance, and went home. Ah, those were the days! Back when dragons hid under tables and barbarians went BLEAAAAAARRRRRRRGGHH!!!
That is my accurate account of why barbs were invented.
