...except for security patches, standards support, and performance improvements. The way Firefox releases are working now, unless there is something drastically wrong from a security or operational standpoint, the only way you get the updates is through the version updates.
For example, Firefox 7 gave an improvement to memory usage. Firefox 8 had some performance improvements and additional web standards support. Firefox 9, which I am running Beta 2 of right now, has additional Javascript performance improvements, additional standards support improvements, as well as support for querying the "Do Not Track" header through Javascript, which is an indicator to web sites that you do not want your usage tracked. Obviously that last part will be up to the honor system of the web sites.

As for 8, the major point is the disabling of third-party installed add-ons by default. There were a few other improvements and security patches, but the add-on handling is the major change, so I'd agree that 8 doesn't have much apparent difference, apart from the security patches. Version 9 though has changes under the hood to the Javascript engine.
