I would say as for what stupid things "smart" people do. It comes down to this...
We are all human and make mistakes, and try our hardest. We are also creatures that try to make things better. In the end though nature is more powerful, and as for Japan sadly, nature had the upper hand and we are seeing the results of things we have created. This disaster though will teach us for many years, or at least for awhile. That is what we have to look at, what has happened and how we can make things better for the future so it might not happen again. That is what people do, they look towards the future.
In the end it wasn't anyone's fault with what happened to Japan, and it wasn't "stupid things 'smart' people do". It was what humanity does, we create things and try to move forward, and sometimes nature destroys that. Let us all move on and let us think about what has happened and what can be done to make sure it doesn't happen again.
