I nominate "Hope and Glory", a WW2 period piece. It's a drama, I suppose, but there are plenty of comic moments that make it a lighthearted drama. There are memorable scenes you will never forget, like the fishing scene, and the bombed schoolhouse scene.

If you need a pure comedy, then maybe we can start with The Adventures of Baron Munchausen.
