The idea that was Rome never fell.
Rome was the city upon a hill, the kind of city that was the jewel of the known world at the time. A republic by the people was Rome. Sure, the materialistic part of Rome fell to the barbarians, meaning that it was sacked, but not destroyed, but the idea of Rome was preserved in history to be reused later on, and modified upon.
It reminds me of that quote, "Pain is temporary, but Glory is forever."
So did Rome actually fall? It's pain was to be sacked by the barbarians, but the soul of the city stayed on. It became the center of the Papal State's power in the 1000's and is the home of the Pope today.
Also the idea of the republic was preserved and is in use around the world today.
