There are many player who used to be powerhouses but can no longer find the time, the energy, the drive, or the motivation to keep up the 6-10 city deal. I myself have dropped down to a single city more than once, on servers that I didn't have time for.

Just because somebody has a single city doesn't mean they aren't useful in any way shape or form. Can't fight the major wars? Strategize and send res to the fighters. Or, become a diplomat.

Having a single city doesn't make one a 'noob' (unless they're still a civillian or knight and started on a server that had NPC medal drops. That's not lack of time, that's just pure laziness ;p ). It just shows they probably don't have as much time or dedication to the game as they used to.
