If it was Primus, it doesn't make sense that a player can make it to one of your servers, but not another, considering that they all have the same IP address, thus would get routed the same, barring any transient routing metrics telling a router to send traffic down a different pathway.
The way I see this is that it is not a CPE issue, nor is it a Primus issue up to their demarc (border router/routers) with however they reach a Tier 1 provider (seems to be Cogent). Since they can reach your equipment via Cogent, it also doesn't seem to be a Cogent peering issue.
My suggestion was for you to sit down and trace the traffic. Of particular importance is whether or not the client manages to authenticate. What all have you done?
