I live in the U.K. , and am planning a trip to Cali next year. Myself and my 4 friends will all be 18, so how much would it cost for us to rent a car?

I heard its not legal, and also that it depends on the company itself, but I guess Im wondering if its legal, and what the procedure would be if I have a full UK license?
