    Perhaps this is one way you can limit how people use new accounts as an exploit to this game, ie use new accounts (multi-accounting) to hold flats that can be removed by reseting the account. You simply do not allow people to make new accounts on already merged/established servers and remove the "reason" to use this particular exploit. *Note: emphasis added on quote

    This is a legitimate reason, however on a server that has been merged for around 6+ months, these new players will not be able to add very much value and usually end up taking over someone else's alt account/dead account to rebuild from. So yes, you would be eliminating the ability for new "experienced" players to come in to help out an alliance but I hardly think it is of much importance as I venture to guess that they end up taking someone's alt account if they stick around. The potential for revenue loss is very minor in my opinion.
