well no not really, because i paid for cents, yes i got them but im unable to use them because of the lag, thus paying for something i cannot use, due to the companys fault, not my own.

well buying cents is like buying anything else, yu go down to the shop for your shopping, yu buy bread,milk,eggs. ya get home and the breads moldy, milk is sour and the eggs have fur growing inside them, yu cant use them? its the company that yu bought them froms fault, yu take them back and get a refund/exchange. fact is anything that is bought the consumer (us) has rights, and if whatever we buy isnt fit for the purpose it was bought for then we as the consumer have rights.

@Neko I would suggest using another word then utility, as utility can easily be misinterpreted as meaning 'units of happiness' rather then usuage, using it just makes your post awkward to read.
the law doesnt just apply in the UK, this is a nationwide law. just because we buy items in the UK via an amercian company doesnt mean the rights we have in the uk or usa are waved, or vice versa.
