To touch upon your first inquiry, there are only three trustees and therefore only three votes. Neither the Paradigm nor the Magistrate can vote unless in emergencies. As Board Magistrate, my intention is the preservation of the Board and it's expeditious obligation.

Emergency ascendance is the ability of the Paradigm to temporarily absorb the duties of the Magistrate. JDM could initiate ascendance for a variety of reasons, some acceptable while others are not. It is quite possible for him to do so in such situations, but it's original purpose would be when I am incapacitated or otherwise absent.
