Whether you have one city or ten cities, you've likely been the victim of an attack by another player. In Age 1, it is much easier to attack others...you simply send your army to their city. In Age 2, you have to wage war, wait, attack, and blah blah blah (IMO, PvP warfare is much more engaging in Age 1). Either way, after you've been attacked, your public grievance level will go up and your loyalty will go down.
For those who don't know how grievance/loyalty works, they also take into account your tax rate. All other factors aside, if you have NO grievances, your loyalty will always be 100 MINUS TAX RATE. Your loyalty is also the percentage of the maximum population that your city will have (if your loyalty is 85, your city will have 85% of the maximum population it COULD have).
Let's say you've been attacked over and over, and you have one city left...your loyalty is zero, your public grievance is 100, and your population has declined steadily to nearly nothing. If you have low prestige or your city isn't to your liking with regard to development (buildings and resource farms), you are probably better off just restarting the game. If you have spent some time playing and have high prestige or have the "perfect" city layout, stick it out and rebuild. All is not lost!
First things first...if you have enough food to do so, use the Disaster Relief comforting option immediately.
After that...
1. Get rid of all your heroes except your highest POLITICAL hero, and appoint that one your Mayor.
2. Get rid of all your military units (the red "NO" circle for each unit in the Barracks), which will give you some resources back for deactivating the units.
3. Get rid of all wall defense units (red "NO" circle again), which will - like military units - give you a fraction of your resources back.
4. Change your resource production for lumber, stone, and iron to 20 or less via the Production tab at your Town Hall. Keep food at 100 because you will need it for comforting.
5. Lower your tax rate to 10 or less.
Every 15 minutes, if you have enough food, use the Disaster Relief comforting option to continue lowering your public grievance level. This will raise your loyalty, which will bring back some of your population. As your population returns, the number of workers at your resource farms will increase.
Once you have your grievances at 50 or less, you can raise the production levels for lumber, stone, and iron, and can raise your tax rate slightly. Move them up slowly at first, so that you don't even up overtaxing your population or assigning more workers for resources than you have the population to support.
When your population is at a positive level and you have a small amount of gold, sell off some of your excess resources to gain gold (you can use this for comforting or to continue research at your academy, if you continue building and improving your city).
As your grievances continue to go down and your loyalty to raise, keep bumping up the production and tax rates until your production is at 100 for all resources and your tax rate is where you want it to be.
If you plan accordingly and monitor your city, you can have your city back to it's previous loyalty/grievance/tax/population level within a few hours.
