While I agree with the statement highlighted in red, I still don't see a point for spies. Why not just crush them? Is that too hard? Are you too weak? And if you really wanted to send them on a witch hunt so badly, you could 'leak' the information that there is a spy, even when there actually isn't. Bam. Witch hunt. Also, unless you're the only player left on the entire server, I'm pretty sure you can't "win" at Evony.
The conclusion that players must behave in a dishonorable deplorable and savage manner because you must emulate real wars is ludicrous.This is a game where you can teleport your cities ! Most alliances already have acceptable rules of conduct.More than a few players have booted for behaving in a disgraceful manner that are against the stated principles of their alliance.
An interesting idea, however just like the UN in the real world, this will have no teeth, alliances will not end up group declaring like theorized...some might but not all. Once people know exactly what the rules of engagement are they will take full advantage of it.
Spying-is a little out of control, but, it IS a war game.
Valleys-This is just stupid I don't let it get to the second round, before I give up, or lay the smack-down, I have better things to do than retake valleys all day.
Zero-ing- Really this should be practiced anyway, after smashing some dude, he should be generally left alone, although I don't do it, I have nothing against farming the player periodically afterwards, but intentionally nailing them everyday is un-sporting and a legitimate reason for players to quit playing.
War Dec- I don't see many declaring war, without some reason, most do because of scouting, attack, colonization, friendly alliance declarations, and "living in my state", I don't see very many without some reason, maybe its just the servers I play on.
The intentions of this thread may be noble, but there is no realistic way most people will actually live up to these rules, even if they do agree at first. People are too dishonest and morally corrupt. And they themselves will usually have any number of reasons why they would not follow these rules.
Instead of trying to achieve the impossible, you should just agree to rules with the alliances you go to war with at the time, such as agreeing to attack cities only, not valleys. Though most large players these days will zero anyone they can without mercy, and I doubt you can get them to agree not to.
So...to summerise on this then:
War is thus an act of force to compel our enemy to do our will

To me Evony is a strategic war game. That's why I like it. Making a bunch of rules would take the fun out of it for me. If you can't handle war then play farmville.
