I'll try another run with different stats again once I get in a mood to... lol it take's a long time to do continuous attacks like that. :P Also I'll update the original post to see more numbers...

He probably attacked with other troops first to kill them, and then because of the limit on the valleys you own, couldn't take them. If this happens, from what I've read, you can keep attacking and pillaging with less troops, scouts being ideal because they're fast.
But I wonder, does the level of the valleys affect it, or is it just the type of valleys itself.. Damn. I wish you'd do a little more, but that'd be asking too much..
I just noticed that if you have 2 cities, you need to occupy (both town hall levels added together) valleys to go over to the point where you can't occupy it anymore.
My main city had 4 used, with my 2nd city having none used (2nd city had a lvl 3 town hall). After I sent my army out from my main city, it plundered the valley / auto returned my main army to my main city, and automatically gave the land to my 2ndary city.
That could get complicated once you go into three full cities and can go up to 20+ valleys / flats in your control.
EDIT - **Duh ok, if the valley is at the level of your 2ndary / tertiary town hall, and you assault that land with your main city that is full on valleys, it will auto give it. I just conquered a level 4 and it did not give that to my 2ndary city (town hall lvl 3)**

Another thing I've noticed is to not bother with this strategy until you're doing at least level 4 valleys.
Level 3 valleys were not giving me anything. Maybe I'm just unlucky I dunno.
