Also, I have a question about the devourer.

If you used devour on a vulture, and vulture voting power was 3, then your ability was reassigned from the fallen elf ability, and you got vulture, would your voting power than be 6, or would the devourer no longer count because you no longer have it?

If you devour a liar, does your voting power decrease by 1, and there's simply be 0?
And if I am a vulture, I have 3 voting power, I am then inverted so it is -3, and then devoured, will it be negative 3 to devourer or +3? Will by vote me 0 regardless?

If two people used inverter on one person, do they cancel each other out?

Your voting power would be 3 because the devouring happens at the end of the round. And the mutating happens as soon as the fallen elf mails the host. By the time the devouring took place you would be a vulture (or anything else the mutate gave you).

The vulture will become 0, always And the devourer will become -2 (1 - 3 = -2).
