You have to cap the city or colonize it. You can't cap the HH just by attacking it like you would an NPC. And in my experience you only get the HH in the feasting hall around 20% of the time. So it is critical you have another city ready to port immediately.
Colonizing is really only useful for inactives. And usually, only for inactives not in an alliance. Otherwise the colonize will show up in the war reports and there will either be someone with that person's login info to move the HH, or they will manage to contact the account owner to login and move it. This is your only choice if it is the players last city. And it is great to get the HH already leveled up.

First of all obviously you need the picture of the HH, then go after the city that its in. As the person said above make sure you have a spare city slot. After you take the city it may or may not be in there. Ive found most of the time it runs away to a barbarian city. In this case before you attack the person you need to have a second city ready to port after the HH if it runs away. Hit the NPC around every 5-10 seconds but do no take the NPC just keeping hitting the NPC and make sure theres room in your feasting hall.
