I've dealt with Paypal off and on for at least 6 years and have never had an issue.

Also, compared to back then, there are much stricter policies in place. The last time I looked, Payment Card Industry Data Security Standard (PCI DSS) dictates that you cannot have unencrypted card data on public networks. It's been a few years, but I think the only exception to that is if it is transient data on a private network. They could have tightened that aspect though. I do know that it is an absolute no-no to store the card number unencrypted, and the CVV (3-digit code on the back) is never to be stored, period.

I didn't get to go through with the process of encrypting the data, but we were making steps to ensure that the plain text log that was used to troubleshoot various issues only contained the first 6 and last 4 digits. The first 6 give you the issuing bank ID, which we'd need if we started seeing odd declines from a specific issuer. The last 4 is the standard retail policy of what is printed on the receipt.

Anyway, my brother doesn't even believe in having money in a checking account, so there are lots of perspectives out there as to what is an acceptable risk. Most major retailers would have had to go through the PCI DSS compliance testing. If they were a publicly traded company, they would also have to deal with SOX compliance (Sarbanes-Oxley Act of 2002). Ebay, and thus PayPal, would have had to go through both audits.
