Yes and no.
Some city can take much longer to replace and very often that is the city an attacker is desperately trying to cap with frustrating results.
Simple cities attach to players with lower level heros tend to have less valuable cities, in the other hand players with higher level heros tend to have better cities somewhere.
How is this so?
Account with higher level hero tends to have more M Script to use and better upgrade such as all level 10 barracks and level 10 woods and/or irons.
In the other hand, players with super high level Hero tend to have more cottages and 1 barracks, but still would have a complete level 10 resourcefield.
The exception is account that is run by automated, bots that does simple command, to just farm, train hero and defend.
This strategy is used to train hero and cap later as a second for attacking while providing food and resources for their main.
