Yes, the one with more ralies and troops would win except for the fact that players in t cities often choose to close gates and comfort 24/7 once they are wiped or nearly wped of troops. Many even before that. The most fustrating is where a city sits wth only a handful of troops and little to no wall defences. While a single swipe is all you really need to clear them, you soon find that their city is instantly speechtexted at around loyalty of 6-10....no problem...send those ponies in a few more times and your good...right??? NO another speech text, and again, and again, and again, and again...to the point that there is no real defense necessary on their part...gates never open and those handfull of troops never even make it to battle. It doesn't matter if you set up hits 24/7 the city is ALWAYS magically texted.

This is especially frustrating when trying to take an HC from an enemy that has no troops in their city. Given the "value" of Historic Cities in age 2, this should be unacceptable. How should you expect to be able to keep an HC without EVER having to defend it?

Kinda takes the "war" out of the wargame All your players are asking for is the actual ability to fight!!!
