I don't know how it is now, but I know that in the past, the same areas got raked over week after week, while other areas were untouched. That was (is?) an unequal distribution of the impact.

I could care less if they sweep my fields I can redo them and if it means somebody actually moving in to attack me I would rejoice lol. In fact I don't even fill flats in my area unless I expect to be farming them as I am not paranoid about the scary bad guys porting in. Even with all these open flats I can't even remember the last time I was even scouted let along attacked
It's not necessarily the "scary bad guys" that you have to look out for when a massive sweep has hit you. There were multiple times that I had a known rule-breaker show up in a spot that was cleared, and thus ruin my rule-abiding gameplay, because from that point forward, the NPCs were hit every 4 hours or less, and I would have to race to try to get ahead of the automation, usually unsuccessfully.

Attack them you say? They were blue, so no attacking could be done. One could argue that that was "an alliance diplomacy issue", and I guess from a certain perspective it could be argued that way, but had the rules been enforced, it wouldn't be an issue either, and I think lack of rule enforcement trumps all other conditions in this case.

As to those comments about annoying flat fillers I think there should be some measure to keep these out of the game as they are even worse then useless lvl npcs lol.
The short response to that is

The bottom line is, we can talk back and forth and be respectful about it and come to an understanding of each other, all day, every day, but it doesn't matter. It doesn't matter because the rule violations continue to happen. Even if Evony is indeed doing great work behind the scenes, the average player simply does not see any improvement. Compounding this problem is the company doesn't seem to understand that the average player, seeing no improvement, has a legitimate reason for being jaded and cynical.
