Think about the ramifications....

No more need to drop out of alliance.

No more enemies switching sides after they have been beaten down to hide behind a blue alliance.

As I understand it, the alliance cooldown was put into place to prevent gamesmanship that violated the TOS. I think that this change could be implemented to restore a certain balance to the gameplay.
Then what would be the point to alliances? To send resources and reinforcements? I know personally I dont need either.

As it is, this is a 24 hr game. Some of us do enjoy sleep and have real life commitments. Being surrounded by people that can attack at any time for any reason wouldnt exactly inspire people to stick around. There is a reason why alliances claim states. If this game ended when you logged out, perhaps it would be fun to be able to attack at any given time. However, people have invested a lot of time and money into acts and heros. I dont see how it would create any balance.
