Think about the ramifications....
No more need to drop out of alliance.
No more enemies switching sides after they have been beaten down to hide behind a blue alliance.
As I understand it, the alliance cooldown was put into place to prevent gamesmanship that violated the TOS. I think that this change could be implemented to restore a certain balance to the gameplay.
