In my case 17%. 4% is due to the base wounded beeing incorectly set to 0 and only the achievements are counted because they are independant of the base wounded. Its likely set to 0 because of a rollover of the value of the troops that died causing a negative value which is likely rounded to 0. Since the game thinks nothing died it sets an incorrect wounded. If you would like to contend this is not a bug then by all means explain why it only affects this unit type and even then only above certain numbers. And please don't use the fact Evony said so as your rationale. Game companies claim intended functionality all the time to avoid having to actually fix something(blizzard).
First of all, I don't make the rules. I understand you may not like the answer, but it isn't up to me.
Second of all, this is not a bug. Evony has stated this. While I can't tell you exactly what the thought process is behind it, my guess is that it was to prevent people from sending 125k pult waves and getting 65% heal (thus preventing someone from plowing through an enemy with tons of pults).
Again, I'm not defending the rationale. You asked for help and I responded.
