What actually happened to reduce lag is that bots were not prepared for the data being sent to them this way, and because of that, the bots crashed. If you remove the large volume of activity that bots generate by making the bots crash, then yes, you're going to see the system become more responsive.
As time passes though, the bot developers have adapted to the change and so the traffic has gone back up.
The net result is that there is probably next to no increase in performance. It probably does save a minimal amount of disk space, but comes at the expense of irritating customers, as it seems that more people dislike the change than those that like the change, and it is possible that those that still like the change believe that it is going to help reduce lag, when ultimately it will not reduce lag to any significant degree.
