If you compare a tactical army against a mass army its clear that a tactical army will overcome the mass army.
This is because in Age 2 u have HCs, Health bonus and multiple strats that u can use to overcome any overwhelming force(massive). Remember Age 1 cities can only send 125k armies at max. Age 2 cities, If HCs are involved u can go upto 250k attack waves which gives a much more aggregate attack than 125k wave. Undoubtly Age 1 can mass produce any troops instantly but lacks tactical advantage that Age 2 players have which will give Age2 a much higher chance of defeating Age1 players.
ive personally seen 125k pult waves killing less than 4k troops of mine a few times. so its shows that Age2 players knows the tactics how to supress the strongest of units even with a weak army. Plus the Health bonus such as 200% or 250% health bonus will actually decide the outcome of any battles. Regardless wht u have in ur city u are still bound to send a max of 125k troops per wave which can be easily countered by Age2 players who got high health bonus, high leadership and also knows how to counter any type of waves inbound.
In the end, the battle between the 2 ages will depend on the understanding of mechanics and potential of their armies and tactics of each player ur fighting.
