I agree that the removal of an inactive player is a great idea and would not stop this process, however I would like to see a slight change that I think would please just about everyone. Once your city hits 0 loyalty and is hit again the city is not put directly into limbo but has to remain at 0 loyalty for 24 hours and then once hit and is still at 0 loyalty then it should be put into limbo. any active player would be on before the 24 hours is out and could save the city and hit place on the map I think that this change would make most people happy. I know I have seen people port from city to city of one player capping and npcing as they go just to put them into limbo and to me that is not fair but the 24 hour hold would give them a chance to save the last spot they have called home.
