b) Cap armies at a maximum number of troops (SO many problems with this idea that it should never be implemented, but it would be a solution)

c) enforce their TOS.

People say that if Evony do away with the bots, then they leave. But what if options A and C were implemented together? What if Age1 didn't have to farm to stay alive, just to march or build.... AND Evony enforced their TOS?

a. Taking away the need to farm would turn Age I into something completely different. The game wouldn't be the same because the major limiting factor to army size would go away and there wouldn't be any point in playing.

b. I can pretty much directly relate this to owning a company. You build it up build it up and then someone comes along and says, sorry you're too big, we're going to cut you off here, and there's nothing you can do about it. This would be pathetic, and would ruin the game entirely.

c. I think they just need to modify their tos to what they actually believe will be the best for the game. If they ban all the botters, and the multi-accounters, there wouldn't be enough profit left in evony to keep it alive. I'm sure there has been some pretty intense research by the evony team into who spends the real bucks and what would happen if they got rid of them all, and thus the reason to not get rid of all the bots.
