Loyalty dropping for unknown reason
Hi,
Why would a city's loyalty be dropping? I don't get it.
In that city:
- Tax rate is 0%
- Public grievance is 0
- There are no incoming attacks
That's not the only weird thing. In another city, public grievance keeps rising:
- Tax rate is 0%
- There are no incoming attacks
I've double and triple checked. I've changed the tax rate to see if it made a difference (to 1%) then done blessing/praying but the problem persists.
What on earth is going on?

Stable is: Tax + loy + grieve = 100. But, if you have applied a comfort, these number may be misleading because it has not reestablished after the comfort. If those numbers add to more that 100, loy will be lower until they do.
Landed attacks lower loy, not incoming. No gold to pay heroes will lower low. Negative population will lower loyalty. If population is positive because you did a civil code or pop raise, then it will be dropping, will go back negative, and will then lower loyalty. Riots, refuge and revolt will all lower loy/raise grievance. Again, does not really matter if grieve is 0 now, if 5 mins ago it was not zero, and you did a comfort, it will not be stable yet, and if you did not remove the cause it will just come back.

Anyway, moving on. Yes sorry, I meant landed when i said incoming. I have waited after doing loyalty raising / PG lowering etc, this has been going on for hours. I have plenty of gold and food to support troops and heroes. Population is positive (although I didnt think that would be a problem)
