Speech texting, comforting, and using the governor on cities to keep them should be a part of the game, but only a PART. Right now it is very difficult to cap cities on Age II with some many ways to raise the loyalty on cities. Servers Na1 through Na19 are much tougher as there are accounts with hundreds of speech texts from the old facebook post. To help Evony I will offer some solutions. First, part of the problem is the energy of heroes and the high cost in energy to beat a city and then spam it, to fix energy as a problem then ever time a person raises the loyalty on a city the troops should benefit by regaining their energy and loyalty so the attacks can continue. People like to wait until the loyalty is as low as possible before using a speech text so it is drastically drawing out battles and some people have quite literally a life time supply, to fix this problem the way loyalty drops could be tied to the use of comforting so that after one comforting the loyalty starts dropping slowly at 14 instead of 15, after the second comfort the loyalty starts to slowly drop from 13 instead of 14, and continue the process until it can be capped like an npc at the end.
At the end of the day this should be a war game with the end results based on the troops you have and how you have used them.
