The way its understood that it works is it rolls the RNG for whether or not it's going to drop anything at all, and then rolls for what item it's going to drop. I don't think it works that way. I would have to believe that it rolls for each item individually, so I don't think another item in the pool of drops decreases the drop rate of one particular drop. Even without thinking about the numbers (which I've since lost), think of it in practice. The quest drop/promo items dropped ALL day. Every other/third hit it seemed. If it rolled for a drop and then drop item, this would mean we would see an increase in all other drop types, as the percentage of actual items dropped overall increases during these promos. I never saw a decrease in ammies/michs (or an increase) just a lot of double drops with the quest items.
When not dealing with other players, I think each item just has a set drop rate. It rolls on each hit, sometimes two or three items roll whatever triggers a drop on one hit.
